National StrategyKey target: The target is by 2008 to reduce levels of repeat offending through increasing year on year the number of people entering treatment through the Criminal Justice Intervention programme. There is a strong link between drug misuse and crimes such as shoplifting, burglary, vehicle crime and theft. Heroin, crack and cocaine users are responsible for 50% of these crimes and around three-quarters of crack and heroin users claim to be committing crime to feed their habit. Evidence on links between drugs and other crimes is less clear cut but overall, crack and cocaine users are more likely to be involved in assaults and wounding. Locally the DAAT is working closely with the CDRPs and building on the close locally working relationships between the treatment providers, police and probation to deliver treatment programmes to offenders The Government's Alcohol Strategy focuses on the following areas of problem drinking:
Binge drinkers
Chronic drinkers
Education and communication
Improving health and treatment services
Combating alcohol-related crime and disorder
Working with the alcohol industry

Whilst there is no Government funding currently available to promote development of this work, the DAAT Board and the Community Safety Strategic Group has charged DAAT staff to facilitate the production of a Cornwall Alcohol Strategy. The strategy will be a joint piece of work between the Community Safety Partnership and the DAAT, but involving all agencies with an interest in those priorities mentioned above. In order to approach the work in a comprehensive and consistent way, we will be using the Local Alcohol Strategy Toolkit produced by Alcohol Concern. Also in terms of improving health and treatment services, a specialist work group has already been set up to develop detox and rehabilitation services. This group will feed information into the Strategy Development Team:
Convincing people
Building the evidence base
Establishing a strategy development team
Involving stakeholders
Drafting the strategy
Consultation
Implementation
Monitoring, evaluation and review
Timescales
It is envisaged the the strategy will be completed and be ready for publication by the end of October 2005
