National StrategyKey objective: Reducing drug use by young people, particulary the most vulnerable, is central to the Government's Updated National Drug Strategy. choosing not to take illegal drugs is an aim within the Every Child Matters outcome, Be healthy.
Key target: Support 40-50,000 young people with drug problems every year by 2006 onwardsThe Children's Act 2004 provides the legislative foundation for whole-system reform to support this long-term and ambitious programme. It outlines new statutory duties and clarifies accountabilities for children's services. But legislation by itself is not enough: it needs to be part of a wider process of change.
- Expanding the provision and improving the quality of drug education
- Launching a major communications campaign
- clamping down on dealers
- expanding prevention programmes
- improving services to parents and carers
The five outcomes for children and young people are given legal force in the Children's Act 2004 as the components for well-being and the purpose of co-operation between agencies. They are central to the programme of change:

Physically healthy
Mentally and emotionally healthy
Sexually healthy
Healthy lifestyles
Choose not to take illegal drugs
Stay safe
Safe from maltreatment, neglect, violence and sexual exploitation
Safe from accidental injury and death
Safe from bullying and discrimination

Key target: Not applicableIn February 2005 the RAPIDLY service(young peoples drug and alcohol service for Cornwall and the Isles of Scilly) became the 'YZUP'to Drugs & Alcohol service.
The YZUP team is a partnership between a number of organisations including Cornwall Drug and Alcohol Team(CDAT), Cornwall Alcohol & Drugs Agency (Addaction/CADA), The Freshfields Service, Social Services and the Youth Offending Team.
The YZUP service generally works with young people under the age of 18, although this is flexible and in certain circumstances referral to the service will be considered even if the age of the young person is outside of this range.
The YZUP team is made up of: Two Assessment Workers who also do education, therapeutic and advocacy work
Two CPNs who do substitute prescribing and therapeutic work.
One youth worker within Social Services who works with Looked After Children and those who are 'in need'
The wider team also includes two counsellors who work with young people and their (families) between the ages of 5 and 18.
*The above is only a guide and workers will often undertake work other than that stated above.
Young People who are referred to YZUP will meet with one of the team who will complete an assessment to establish the level of need. Depending on the outcome of this needs assessment a number of different options are available, these may include:
1. The first meeting may be the only one needed and might include a general chat to raise awareness and promote 'staying safe'
2. A series of educational sessions may be arranged to improve drug awareness,'staying safe' and life skills.
3. Diversionary activities might be accessed (i.e. - outward bound activities), sports activites, music/drama workshops, training/educational activities etc.
4. 1-1 Counselling.
5. Substitute Prescribing.
The YZUP team are also happy to be contacted to give advice to other practitioners about how they can best address the drug and alcohol needs of young people.
